The brief

The study spanned two administrative districts, which meant two sets of local authority consultations, two receptor catchments and a single coherent impact narrative that had to hold across both. Mining and beneficiation were assessed as one system rather than as separate submissions, so that tailings, water demand and haulage were accounted for end to end.
